Following is a summary of the changes to the promotion/relegation groups in the Under 18 Boys, 14 Boys and 14 Girls Division 3 Competitions, heading into phase 2. The schedule for phase 2 of these competitions, including the games on Sunday 29/11/2009, will be available by COB Monday 23/11/2009.
Under 18 Boys Division 3
Only one team has been relegated from each of groups B and C, to leave 6 teams in these groups.
Under 14 Boys Division 3
Under 14 Girls Division 3
Following
is a brief summary of the regionalisation and promotion/relegation
structures that will be applied to Division 3 and below senior grades,
as described in a competition structure document distributed to clubs
last month.
Regionalisation Competitions with a minimum of 7 teams in each of the Northern and Southern regions (Division 3 and 4 Men and Division 3 Women) will be divided into two conferences, with teams playing an entire minor round against teams from their own conference, then playing cross-conference finals Competitions with a minimum of 5 teams in each of the Northern and Southern regions (Division 4 Women and Division 5 Men) will also be divided into two conferences, with teams playing games against all other teams, but more games against teams from their own conference than the opposite conference These grades will also play cross-conference finals Competitions with 4 or less teams in each of the Northern and Southern regions (Division 5 Women) will not be regionalised. Promotion/Relegation Competitions with a minimum of 9 teams in a conference (or in total for competitions that aren’t regionalised) (Division 3 men, Division 4 men) will use a promotion/relegation structure. The Summer season for these competitions will be run in 4 5-week phases with no finals. Each conference will be divided into groups, with a maximum of 6 teams in each group. The initial makeup of these groups is based on performance in the 2009 State League season. Each phase consists of a group playing a round-robin series. For groups with less than five teams, there may also be classification games played within the group. At the end of each phase, the top two teams in a group are promoted to a higher group (if there is one) and the lowest two teams are promoted to a lower group (if there is one). During the Summer season, where a club has multiple teams in a division which use promotion/relegation, a player is ineligible to move to another team in the same division at the following times:

the most significant changes:
Season Dates
Going
forward, junior and senior district competitions will run a Summer
season from October to March and a Winter season from March to
August/September.
Scheduling
In the 2009/10 transitional period only, the Summer season for the senior competition will run from September 7-9 2009 to March 2010, and the Summer season for the junior competition will run from October 13-17 2009 to March 2010.
The
following scheduling changes
will occur:
Junior Competition Size
The
maximum size of the Under 12-Under 18 division 2 competitions will be
progressively reduced from 12 teams to 10 teams, starting with Under
12s in October 2009, in order to produce a consistent structure for the
highest senior, and junior divisions.
Club Eligibility
Eligibility
for the Under 12-Under 20/21 Division 1 competitions and the division 2
senior Summer competition will continue to be restricted to the 10
clubs that currently participate in the Central ABL.
Promotion/Relegation
The 10 clubs that currently participate in the Central ABL will continue to have the right to have a team in the Under 12-20/21 Division 2 competitions and the division 2 senior Winter competition. All other junior competitions (Under 10s, Division 3 and below of Under 12s-20/21s) will be open to one or multiple teams from all clubs that currently participate in the junior competition. All other senior competitions (division 3 and below) will be open to one or multiple teams from all clubs that currently participate in the junior competition.
All
Under 10 divisions, division 3 and below of the Under 12, 14, 16, 18
and 20/21 competitions and division 3 and below of the senior
competitions will use a promotion/relegation system in which teams are
graded for the Winter season based on results in the Summer season.
This is dependent on a sufficient number of teams nominating in each
age group.
Regionalisation
All
Under 10 divisions, division 3 and below of the Under 12, 14, 16, 18
and 20/21 competitions and division 3 and below of the senior
competitions will be progressively divided into North and South
regions, starting with Under 10s, Under 12s and seniors in 2009/10.
This is dependent on a sufficient number of teams nominating in each
age group.
By-Law
Changes
A
number of new by-laws, particularly those relating to player
eligibility, will be implemented as a result of the above changes. In
particular, players will not be able to play in both the Under 20/21
division 1 competition and senior division 2 competition on the same
night, to avoid inequities in the ability of clubs to be able to do
this due to scheduling conflicts, and to remove pressure on players to
play multiple games on the same day.
Future Changes
A
number of other changes to the competition structure have been
considered, including: The introduction of an Under 23 Competition, or
“Youth League” The modification of timing rules in
some
junior
competitions
These proposals will not be implemented in the 2009/10 Summer season, but are still under consideration for implementation in future seasons. |

The phrase “same week” refers to a week from Monday to Sunday. As an example, in cases where extra games are scheduled on a Sunday, players may not play in one team on Thursday/Friday/Saturday and in another team on Sunday in the same week.
